Every number here says what it does. If one does not, that is a fault — say so.
Who gets told
Everyone who should know is switched on — one person relaying to five is how things get missed. Anybody can switch off what they do not want. Alerts reach them through UNICOR, where they already work.

People, not job titles — for now. His ruling: roles in UNICOR are still being sorted out, so these are named individuals. When the roles settle, this becomes a role list and nobody has to be re-added by hand. Nothing sends yet — the alerts are recorded here and delivered when the seam is built.
